I believe you can only buy ferry tickets in person. (Someone correct me if I'm wrong.)
I suggest you book Henry to shuttle you from the airport to Fajardo in his van.
He is a wonderful guy and he bought us our ferry tickets in advance! I gave him a $10 tip for it.
He charges $80 or so for the van ride, which is pretty typical. He's absolutely reliable. I've used him twice, and both times he went out of his way for us to do us favors. A first class person.
