Richard you should try La Parguera. It's a fishing village turned tourist haven in the town of Lajas in the southwest corner of the island. No beach there but you can rent a small boat to navigate the miles of mangrove "tunnels" and the small mangrove islands offshore with crystal clear waters. This is also the site of the original Phosphorecent Bay. Now I understand it is Vieques' Bioluminescent Bay that is the brightest. La Parguera's has lost some of its luster. I understand there is another one somewhere in Fajardo.
