I think the weight limit is 25lbs. and if you go over the limit, you pay a small fee, however sometimes they don't charge you for this.

If you stay in town, you can easily catch a publico to Flamenco Beach and walk to restaurants and your lodging. Then you might want to rent a jeep for a few days to see the other sights and beaches on Culebra. Plus, you won't have to lug that gear. My vote is for staying in town.
