Our problem wasn't the charge for extra luggage. The problem was that the other people flying from Culebra to Isla Grande had too much luggage so no one's luggage got put on. We spent an anxious couple of hours waiting for our luggage to arrive in San Juan as we had to catch a later plane. Moral of the story is that travelling light isn't always the answer.
