Harry, Kokomo only takes reservations online, at their website, http://www.culebra-kokomo.com/. because of sketchy communications, as mentioned by Richard.

If you have difficulties with the online booking system, make sure to enter the USA as a country and PR as a state, as well as verifying the billing address of your credit card (Amex works best)
