The weather is practically the same through out the whole year in the Caribbean (including Culebra, of course). You can expect rainy days during the 3rd quarter, but being a smaller island, the rains will fall during either the morning or afternoon.
You should not expect heavy Monsoon type of weather, unless there is a Hurricane warning. Even in the event of this, it can be arranged to move to another part of Puerto Rico to avoid the high winds. In my 41 years, I have only witnessed one Hurricane that covered the whole island with gusty winds. As a matter of fact, Florida have been hit by Hurricanes more often than us in the past 50 years.
We go to Culebra between May and July, just because the sea conditions tend to be more calm on those months. It will depend on how often you will go out in the small boats that are available for snorkeling and SCUBA trips.
If did not go the last time, try going to Culebrita, a small Cay in the northeast of Culebra. The beach there is even prettier than Flamenco. But the only way there is by boat. You will find that the locals prefer this secluded beach to the bigger Flamenco.
