They are all about the same because the topography around the island is all about the same; the only thing that varies is the current. Luis Pena has some of the best diving on the island. Turtles are going to be where turtles are going to be; no guarantee that you'll see any in any particular spot. Same with sharks. In my opinion, the best amount of fish are at Cayo Raton, or anywhere with a heavy current (depending on time of dive, of course). Best place to see juveniles is at Soldier's Point or snorkeling at Melones.
If you dive with Walter, ask him to take you to Cayo Agua Rock. He doesn't often go to Geniqui or Ballena, but if you can get him or Taz to take you there, the reef is much better than it is right off of Culebra.
