Stephen, with reference to the ferry...sometimes they do let you schedule in advance...and sometimes they don't!! We run a guesthouse here in Culebra and sometimes is tough getting back from Fajardo :

You will have better luck reaching the Pope on the phone than the ferry ticket office. And you can not make a ferry reservation by phone. First come first serve at the ticket window.
