The Observation Point - Flamenco Beach

hi all, I was just wondering if anyone had any info about the old navy observation point above flamenco. An old friend who had actually recomended Culebra to me told me he used to just throw out a sleeping sack and kind of set up tent up at the OP. I'm just wondering what kind of local customs/laws there are regarding that whole area.

On the behalf of Culebra National Wildlife Refuge, Thank you for the opportunity to have been able to field tourists' concerns and questions through this forum. I realize that our office is not readily available to answer questions immediately because of lack of staff, and have appreciated the forum to be able to answer questions and prevent some problems when inaccurate information is circulated through best intentions of the senders. Our agency has much to do in informing the public and we are trying our best to do that in Culebra. Believe me, if it were possible, all of you would be completely knowlegeable on everything related to natural resources and the management thereof in Culebra. There are numerous agencies involved in that and most of them (99.9%) do not have an on-site presence in Culebra. Due to the way the world is now, every official comment is heavily scrutinized and subject to litigation. Although I have answered these questions on this forum as a resident, the reality is that in Culebra the job and person cannot be separated and my comments can be regarded as official. So, for that reason, I will be very happy to answer any and all questions regarding the Refuge or Culebra wildlife resources through the official government email Teresa_Tallevast@fws.gov.

And, by the way, my name really is spelled Teresa, not Theresa. My mother was from New Mexico. Thanks
