staying in Fajardo after Culebra

We will spend 7 days on culebra in June. Just booked our flights and got hotel kokomo booked for half the trip. Still need to book a place to sleep near flamenco...
After the week, we thought we'd goto fajardo for 2 nights. This let's us spend some time in El Yunque and the bio bay one of the evenings. We will return to Fajardo on a Sunday and leave Tuesday morn to get to the airport.
Don't really want to pay for a tour of yunque, but can we go alone and do it well? Should we rent a car to haul us up and around Fajardo? How would you suggest we best spend that time in Fajardo?
We will need a ride back to San Juan after, on Tuesday. Thought we'd rent a car in Fajardo and drive to San Juan and drop off. Doesn't seem possible though.

I would advise against staying in Fajardo. I would stay in Luquillo - great beach and super close to El Yunque. You could even take a taxi, hike around adn then have him pick you up again after some hours ..

There are also renal companies that will rent one way.

I would advise you to get a rental from Leaseway and stay in Fajardo for the one night you are going to the bio bay, and then move on.

See El Yunque on your own. You can see a lot of what you want to see if you hike the finished trail to the waterfall. It is a trek though so bring lots of water and some snacks.

Im surprised you don't already have plans to rent a car on the mainland.
Regardless of where you stay,
make a reservation with AVIS in Ceiba with a drop off at SJU. if you rent
the lowest car there is no drop off fee.
It is way more economical than taxis

looks like avis will rent a car with 1 way rental to ceiba from sju for fairly cheap. but the way back is more expensive, unless you choose the smallest car. which we can do.
thanks. that saves me some worry. I still want to call Leaseway. I cant seem to find them online to check out. So will have to talk to a human.

Would you stay in a hostel? Moonlight Bay Hostel in Fajardo was great. We stayed there two nights in order to do the biobay and rainforest. The hosts at the hostel also gave us a lot of information on doing untraditional tours of El Yunque, the local side of the park.
