Flying with Toddlers?

Hi. It's been a few years (6) since we've been to Culebra but we're thinking it's high time we came back. In those years since we've had twins, now 2 yeas old, and while we've flown with them before elsewhere we're wondering if anyone has suggestions about getting to Culebra.
In the past we've done both Flamenco and the Ferry from Fajardo. We're a little worried about the Flamenco flight, especially the taxi ride from airport to airport. We were hoping not to need to bring car seats and just rent them on the island (another question, I have to check with Jerry's Jeeps) but then how do we do the taxi ride?
Has anyone done this trip with 2 year olds? Or other small children?
I did a scan of the forum and didn't see anything.

Since you are in the cab, you can buckle yourself in and then hold your child - accepted practice! car seats are important when you are alone in car with toddler ..

Thanks Michael. I also just heard that there are flights from SJU to Culebra so the taxi ride might not be necessary.
