Camping via boat

So I'm moving down to Puerto Rico next summer. I want to visit culebra with our 21' boat. Saw the campground, can you anchor your boat off the beach there and camp ashore?

Mamacita's and Casa Ensenada have docking for small boats. Entering Flamenco is possible on few days in the winter. Getting in is often easier than out. The N swell is nice for the surfers but might make it tricky. In years of anchoring in Culebra waters I only managed to get mood, winds and waves aligned to anchor there ONCE. It is rather beautiful though and the only anchorage where you will have kiosks selling you food when you swim ashore :)
