sorry, I missed that - even if you opt for an inn on Culebra, that's a good strategy. water pressure is vastly better now, but still not quite what you may be used to.
I don't think anyone is saying don't camp, just be prepared for some inconveniences.
If you rent a jeep you can bypass the campsite cooking issue altogether. or conversely if you get a place and a jeep, you could always head out for the beach at 3 in the AM for a dip and a snooze if the mood strikes.
be careful about sleeping on the beach during the day however - that sun is intense (voice of experience) fortunately Aloe Vera grows wild and abundant...
