The beach has operated without a liquor license all this time and will continue to prosper. Most of the locals bring their own canned beer for extended stays inn the campsite. When I visit Culebra I usually stay at Casa Enseneda. They provide me a small cooler which I then fill up with ice and six cans of beer for my daily treck to Flamenco. I place the empty cans in the garbage can just before I leave. I think if they sold beer on the beach it would increase the amount of garbage placed into the garbage cans and could lead to unrully behavior caused by underaged drinking.
