To serve alcohol, a very expensive license is needed...with all the other outlets on Culebra selling, I doubt it would be worth it to the vendors; plus, no glass is allowed on any of the beaches, which would a)limit what could be sold in a serious way and b)add to the plastic trash.
These aren't *official* reasons, but just seem possible to me!
