I was just in Culebra last weekend and most of the people camping were young American teenagers and young married couples. They stated that the cost was $20.00 per day. You can get breakfast (coffee and pastries) at the kiosks located at the entrance to the beach. I was spending about $5.00 to $6.00 per day for lunch which included a full plate of rice and beans chicken shiskebabs which Puertoriquenos call Pinchos De Pollo and a side order usually Tostones (fried Plantains) and a diet coke. There is no ferry service from San Juan but there is a ferry leaving daily from Fajardo which is on the east coast of the island. There's a kiosk at the beach entrance where you can rent tents. The people I spoke to from the campsite stated that the locals that were camping out were very friendly and even shared their meals with them. Just be courteous to everyone (say buenos dias in the morning and buenas noches at night and always say gracias for any favor whether big or small.
