Theft in Culebrea is rare, and I do not think locals have to do anything with that. I believe that this situation is mostly seen, when there are 3 or 4 days weekends when people from the big island move to Culebra.
So, in addition to what Ursula said, try not to come on those special weekends, preferably on weekdays.
