To get to Culebra from San Juan, it may cost you close to 120.00 per peson, either publico, flying, or high speed ferry.
If you are short in budget, then you will have to carry, cook, and clean, and lost time for enjoyment. If you are limited that way better not come.
The cheapes way to stay in Culebra is by getting arrested, and stay at the jail there. There is no cheap stay, nowhere in the world.
It is true to hitch hike, and easy way to know people.
Sneakers are good, there was a laundromat just behind the liquor store in the ferry pier.
