Catherine,
My son and I went around the island just short of 7 hours a couple years ago. We had a Folboat tandem and had a great time. I think April should be a good time to go considering winds. Jim Peterson is the guy to talk to for renting kayaks and trips. You can get charts at most gift shops and dive shops. Have fun. Culebra is a great island for kayaking.
