a few questions...

I am planning on camping on culebra august 4th or 5th for one night. I was wondering if it were possible to rent a tent there on the island and how much that would cost. Also should I call and make reservations (is it ok that I don't speak spanish?) now for the camping....or is it too late or does it even matter?

It is better to spend two nights, you will need it.
Culebra is a slow paced style living, if you go in a hurry, you will have very hard time. Everything takes time in Culebra.
There is no way to get by boat from SJU. Only from Fajardo, however, you still have wings.
If you are on the beach, you can snorkel from there, but it is better if you get to some beaches best suitable for that purpose.
If you go there for one day, you will have a hard time, and will lose your time and money.

We have found that it is cheaper to buy inexpensive snorkel gear than to rent. I believe it is around $40/ day. Scooters are about the same price as renting a car. I would much rather use vehicle than a little scooter for that kind of money. I think we paid $45/day for a 4X4 from Jerry's back in February.
