Air Flamenco may fly you on demand directly from Culebra to Vieques. We have done it, but we had four people. You have to make it worth their while by having enough passengers. It's easier to get back to Culebra from Vieques, as they may put you on a Fajardo flight, and drop by Culebra to let you off. Also try Vieques Air Link. Good luck.
