We stayed at Culebra Beach Villas, top floor of main unit, at the end of March. Our apartment was in poor shape, with shutters that were painted closed, a leaking roof in the living room (puddles on the floor after a rain shower), missing kitchen supplies, bathrooms not cleaned when we arrived. They also shut off the water for quite a bit of the time we were there - not okay for the price as we had been told by the manager that they would turn on CBV's water pump whenever the mainland shut off the water supply - but it was broken. The noise level just depends on who is there while you are - we had quite a few partying parties going on well into the night, and no manager on site to keep things under control. That being said, we could not have asked for a more beautiful spot and we loved our week despite the sub par conditions.
After talking to several people staying next door at Villa Flamenco Beach, next time we will try there - the reports were of clean, comfortable, quiet conditions, as well as attentive and on site owner/managers.
