what to expect during Semana Santa?

we are going to be in puerto rico from the 17th through the 28th and we plan to spend two days on culebra. i keep hearing things about semana santa and how crazy things are going to be because of that. does semana santa start the weekend of the 19th or does it begin on the 26th? either way, what should i expect. i plan to be on culebra during the week, should it be busy??
