We didn't stay at Ocean View but it looked nice enough and it was a street or two back from the "main drag" which would make it quieter. We ate dinner there - at La Bahia - and the meal was great and prices were very reasonable. Dewey is a great little town that closes up early. I wouldn't worry about noise, other than the roosters!
