Without a Car -- Culebra or Vieques?

I'm planning on visiting the islands for in a group of 5 at the end of March, staying for 3 nights and 4 days. If we're not going to get a jeep (we're under 25), which would be the best island to visit? I was initially set on Culebra, but now am second-guessing that. I'd like to be within walking distance of a couple restaurants. (Speaking of which, if we're not going to be there for the weekend, will there be no place to sit and have a beer after dark?)

Also, whats the weather like in late-March? Is rain going to be a problem?
And, of course, if anyone has suggestions on good lodging for 5 college kids, I'd really appreciate it. We're looking to split a suite for 5, so maybe somewhere in the range of $100 - $130 a night?

I realize that's a lot of questions. Thanks in advance.

Check Villa Boheme, they have three bed room, and it is walking distance from most restaurants.
The room may cost somewhere close to 130.00 for five persons.
this is a waterfront hotel, but not for swiming.

you can always try the villas on flamenco, they're college friendly and inexpensive if you split a small place between 5 students. the downside is that you have to either bring your own food or eat out. but we always end up barbecueing all week!

Hi, Gordon. We see you asked which island is easier to get around on if you don't have a car. Vieques is quite a bit larger, but it is easy to get a taxi to take you where you want to go. The two towns are on opposite sides of the island - Esperanza and Isabel II - Isabel is where the ferry docks and is the larger town. In our opinion, it would probably be easier to get around Culebra without a car just because it is smaller in size and a lot of the restaurants, grocery, the ferry dock and the airport are in close proximity. Honestly, we have enjoyed both Vieques and Culebra - but have a fondness for Culebra. If you do decide to go to Vieques, be sure to visit the bio bay - it is amazing.
