I do not think you can make it, you time is too tight, and traffic in P.R. does not favor tight timetables.
The airport where flights to Culebra depart is RIbbas Dominicci. About 20/25 minute from Int airport. That might work, but it costs more.
The ferry SJU/CUL is not on service yet. It name is ATHENA on pier 2 or 3.
The passenger ferry form Fajardo shedule is mostly the same every day
0900 / 1330 / 1730.

You selection of Villa Boheme is very good, there is where I stay most of the time.
