Hey there,
I have just visited Culebra. We camped at Flamenco beach so I'm not much help for recommendations on shelter accomodations. However I rented a scooter from Juan Carlos and his girlfriend .... I'm not remembering her name (Evan?). He was a helpful and sweet man. Very reasonable rates for the scooter. He's located in the Culebra airport, and he's very responsible. I was very pleased with the service and I reccomend them highly. Good luck,
