We are arriving in Culebra on 2-4-16 by air. Is there a car rental at the airport? If not who is the closest car rental?

Yes there are rental agencies at the airport. And if they're not there, you can walk easily to both Jerry and Carlos. Give Jerry's jeeps a call now and make your reservation and they'll pick you up at the airport.
