No Drew, the signs actually say it's private property, so technically even going to the dock to take a silly picture is trespassing. But I was actually referencing Tim's info box related to Puerto Manglar. In it, he recommends going to the dock during the day to get reference and then coming back on a moonless night to go into the water from the dock to see bioluminescence. Just don't want any uninformed new visitors to get the wrong idea that the dock is for public use.
