Culebra late March

I am thinking about a 5 day trip to Culebra in late March. My question is how are the conditions likely to be at Flamenco and other beaches. Is the water usually rough at the time or have the northerly swells calmed down?
Also how is Palmetto as a place to stay and the island in general for a mature solo traveler. I have been to Vieques and the main Island but really want to go to Culebra.
