Culebra transfer with a 2 year old

Hi,
We are in Luquillo for 3 nights in May and wanted to do a day trip to Culebra on ne of the days. However, most of the day trip organisers dont take kids under 2 years on their boat. Apparently getting normal ferry tickets is very tedious.So my questions are-

1. Can you book ferry tickets online.?Are there any agents or locals who can do it for you?
2. Can anyone help me with private boat or speed boat charters to and fro Culebra?

Would really appreciate a response, since we dont want to miss Playa Falmenco
