We are also going in November and have already bought our tickets. It is $70 per person one way from Isla Grande which is the small air port about 20 minutes from Luis Munoz. Check Air Flamenco web site for price from Luis Munoz. But buy sooner rather than later. There are only eight seats per flight and could fill quickly. If you miss the flight it will take you all day to get to Culebra.
