Club Seabourne is a little more "upscale" (and I use that term loosely) than Culebra Beach Villas. They also have a restaurant onsite and swimming pool. However, you can't beat the villas for being one of only two properties directly on Flamenco Beach. Either way, you would need to rent a car or jeep to get around, although at the villas, you can hop a publico for $3 to and from Dewey.
