Kit-- it doesn't strike me as odd at all. Almost all of the hotels in Culebra are run by families and they do all the shopping, cleaning, etc and have their own lives so they may not be at home always to answer their calls and find that email suits them better to be able to give prompt replies. I cannot confirm that this is the case, but I lived in culebra for over a year and that strikes me as a logical explanation. Tamarindo Estates is in a beautiful part of culebra (with all of the conditions that roberto described above).
Eunie-- make sure you get out to Zoni beach! Flamenco is the main beach that everyone goes to and it is gorgeous, but I always prefered zoni. It's less traveled (taxis don't go there) on the saint thomas side of culebra and I think it is even more stunning than Flamenco.
