My vote for best beach would go to Zoni, with Flamenco a close second. This is based primarily on the "beach" part of your question, since Melones, Carlos Rosario, Soldado, etc. do not offer the large expanses of sand that Flamenco and Zoni do. Zoni is less crowded and in my opinion even more beautiful than Flamenco.
