There is no easy way to get between the two. There used to be a flight between the two but no longer. No ferry either. The cheapest and the way that will take the longest is to catch a ferry from whichever island you are on into Fajardo and catch another ferry to the other island. The quickest but more expensive is to fly from whatever island you are on into Ceiba and then catch a flight from Ceiba to the other island. Happy travels.
