staying in town vs the beaches

Dear all,
I'm sure this question has been asked a thousand times, but can't seem to find relevant posts.
I plan on coming to Culebra with 2 young kids and can't decide on the location - is it more practical to stay closer to beaches or in town? I am hoping to find a quiet place with beautiful views.
Additionally, is Zoni area as nice as that of Flamenco beach?

Any specific recomendations will be very much appreciated.
