One way rental to Ceiba

If i want to take the plane from Ceiba to Culebra, does anyone know if the car rental companies accept a one way rental from San Juan to Ceiba???

It seems that it might be a bit easier than the ferry from Fajardo.

What do you think we should do considering the costs?

We are a family of 4 going to visit Culebra or Vieques this christmas.
