The cab ride takes about an hour. Will be longer if you are arriving on a work day since you will be right around rush hour. Also, if you are checking bags that will eat up more time in baggage claim. If you carry on, much faster exit. I believe cab ride is ~$80. Stop at the taxi booth outside of airport and they will give you a slip with the fare cost. As soon as you get to Fajardo get in the ferry ticket line. Bottom line, you should make it no problem.
