One Way car rental

Hello
It's been a few years since i've been to Culebra and am coming back the end of January. Last time I was there, the only option for a one way rental San Juan to Fajardo was Thrifty, and Avis was to only option for a one way rental Fajardo to San Juan. As far as anyone knows, are these still the only options for car rentals? Thanks in advance.
