The ferry does not go from Culebra to Vieques. You would have to take the ferry from Vieques or Culebra back to Fajardo and catch the ferry from Fajardo to the outer islands. Yes, the fares remain $2.50 pp one way, if you are a visitor, but I think it is less for locals.
