You have so many questions. LOL. First, October is the PEAK of hurricane season for the tropics. That would be my top concern. The grocery stores will have veggies for you. The ferry situation is bad right now. I think only one is running between Culebra and Vieques. try to fly. not sure about the airline not flying with only 2 passengers. After a long rain the mosquitoes will spike but if the wind is blowing good they will disipate. No dengue fever, just annoying red bumps. Enjoy your trip!
