I just recently returned from Culebra and enjoyed a cloudy day here and there to get out of the blazing sun. Trust me it is HOT there this time of year. On a sunny day you can almost hear your skin frying. But the water was oh so warm and inviting. Also the winds will be down so the ocean is very calm and clear. And as far as hurricanes go, you will have at least a weeks notice (unless you live in New Orleans). It rained a few times but when it rains, Mamacita's pours.
