i see this question quite often.
There are many factors to be considered. Such as the focus of your trip.
If the focus of your trip will be scuba and snorkeling, Culebra is superior.
If it is not the focus, Vieques may be better for you.
Culebra and Vieques are both very low key. Vieques has the biobay. Considered the brightest in the world. it is spectacular and not to be missed. But if your trip will be during a full moon, it wont be so dramatic as the full moons light will drown out the light from the bay. Vieques also has many great restaurants, has museums and galleries. it has very interesting topography to explore.Culebra has Flamenco beach. it is truly spectacular. Considered one of the best on the caribbeam but if your there during a holiday, it will be crowded. and not peaceful. Vieques has a dozen beaches of comparable splendour. and usually less crowded as the locals choose culebra over vieques for holidays and weekends.
