My daughter was 4 1/2 when she first snorkeled and had a blast. We took her to Soldado (Soldiers Point) and it was perfect. I will never forget her exclamation " I see Dorey!" - a whole school of blue tangs swam past her. She could swim but did wear a life vest which made it more comfortable for all of us.
If you hike to Carlos Rosario that is also a good place for young children and finally, to the right of the shark pen at Flamenco Beach. Other areas may require too much swimming.
