My experience with the cabs in Fajardo was not favorable. I can not recommend that get involved with them. If you think you can handle it, discuss and agree on a fare before you get into the cab....otherwise you may get seriously bent over. IMHO, avoid Fajardo as much as possible. Get to the ferry and get to the island ASAP.
Search the forums, there have been discussions concerning camp stoves and fuel on a number of occasions.
The grocery stores on Culebra are more than adequate for all of your needs. You are going to shop in Culebra for you fuel needs, so there is no need to duplicate your shopping and pay high cab fares back in Fajardo. You are also supporting the local businesses that are working hard to provide you with a great vacation experience.
