Villa Fulladoza is a great place and in your price range. My wife and I stayed there on our honeymoon and have been back three times since. Villa Boheme is also worth checking out. Both of these places are close to town but not right in town.
Melones is a nice, generally calm snorkeling spot close to town. Tamarindo, Tamarindo Grande, and Carlos Rosario are great as well. Punta Soldado is beautiful, but can be a bit of a challenge to get to. The best beach on a given day will be a matter of weather conditions (and how much walking you're willing to do).
