You are halfway there!! As for 100.00 a night, here you get what you pay for. I recommend Bahia Marina at 178.00 a night but it’s worth it. Great Views, great rooms with kitchens and New AC units. My wife and I own several Acres here and we visit 5 months out of the year and have rented several places and have learned the hard way. Places were Ok but comfort and views are important for us. Try Culebra Island realty Web site "Jim" is the owner. As for snorkeling Flamenco Beach outer reef, enter the water at the Tank on the beach and swim out past the channel you will arrive at the reef Awesome!! I do some spearfishing in this area. While there ask for a Young Guide by the name of Adan Feliciano he will take you to Tortuga beach on culebrita island. While there hike up to the lighthouse for incredible views of St. Thomas and Culebra. As for turtle season it’s hit or miss turtles do not have set schedules but you can see their nesting sites on Resaca beach.
