The woman that you mention, Gail, is no longer here, nor is her store.
Animal Welfare of Culebra (http://animalwelfareculebra.org) still needs plenty of help, however!
Walmart, K-Mart, & Walgreens on the big island all sell chairs & umbrellas, however they are "seasonal" items.
Some properties, like us, will have items available for their guests' use.
Sometimes the kiosks at Flamenco sell these types of items, but it is random. As mentioned the man at Flamenco does rent chairs & very nice umbrellas.
