Well, there's not really "a guy" I don't think. I think the local fishermen (plural) bring in their catch to the restaurants and the fish co-op, which is located at the Gulf station. I know Susie serves it occasionally. Like you, I don't see it on menus often.
As a diver, I can tell you there are not always a lot of lobster in Culebra's waters. Sometimes we see large colonies, but in the last couple of years, we've only been seeing 1-5 per vacation. Could be the time of year; I don't know.
